<p>The article examines federalism as a constitutional doctrine of distributing public authority between the national and territorial levels of government. Itargues that contemporary federalism is notlimited to the formal list of constituent entities and competences. Itssubstance is revealed through the balance between state unity, territorial diversity, regional self-government, fiscal adequacy and regional participation in national decision-making. The article analyzes classical and contemporary models of federalism, asymmetry, cooperative federalism and the Russian constitutional model after the consolidation of the unified system of public authority.</p>
<kwd-group xml:lang="ru"><kwd>федерализм</kwd><kwd>федеративное государство</kwd><kwd>конституционное право</kwd><kwd>публичная власть</kwd><kwd>субъекты Федерации</kwd><kwd>разграничение полномочий</kwd><kwd>кооперативный федерализм</kwd><kwd>асимметрия</kwd><kwd>субсидиарность</kwd><kwd>единая система публичной власти</kwd></kwd-group><kwd-group xml:lang="en"><kwd>federalism</kwd><kwd>federal state</kwd><kwd>constitutional law</kwd><kwd>public authority</kwd><kwd>constituent entities</kwd><kwd>division of powers</kwd><kwd>cooperative federalism</kwd><kwd>asymmetry</kwd><kwd>subsidiarity</kwd><kwd>unified system of public authority</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="ru">Конституция Российской Федерации: принята всенародным голосованием 12 декабря 1993 г.
